SORA: What the UK SORA Means for You

SORA Regulatory Changes CAA Drone Operators

On Mon 3 Mar 2025, the UK Civil Aviation Authority (CAA) published ORS9, Decision 46, setting out the UK Specific Operations Risk Assessment (SORA) methodology as Acceptable Means of Compliance (AMC) to UK Regulation (EU) 2019/947 Article 11. 

The CAA plan to implement SORA on 23 April 25, the most significant change to risk methodology for Specific Category in the UK since the emergence of commercialised drone technology over 15 years ago and represents a very real challenge to UK operators who seek more complex operations but who might not have the technical background to complete and submit SORA applications.

We have decades of experience developing safety cases for Uncrewed Aircraft Systems (UAS) in both the Commercial and Defence sectors. To meet this significant step change moment, our team of technical Subject Matter Experts (SMEs) have been preparing for the last 18 months with exposure to the JARUS SORA development work and in supporting European clients in SORA generation. We continue to work with various European entities who operate RPAS in complex operations being supported by SORA applications. SORA is set to be the Risk Methodology of choice for an increasing number of nations across the globe and EEI is positioning to help support that effort.

Now that UK SORA is imminent, EEI will be rolling out the same enabling support services to help our UK OSC customers and long-term partners convert to SORA and continue their Test & Evaluation (T&E) and Research & Development (R&D) operations, especially in the realm of Beyond Visual Line Of Sight (BVLOS). EEI will have some OSC to SORA conversions for existing clients to deliver and have already started supporting the development of UK SORA application for new customers. Importantly, EEI will shortly be rolling out a training course offering, enabling our prospective customers to master UK SORA in Drone Operations.
